The IFS Green Budget , in association with Citi and the Nuffield Foundation, is edited by Carl Emmerson, Christine Farquharson and Paul Johnson, and copy-edited by Judith Payne. The report looks at the issues and challenges facing Chancellor Sajid Javid as he prepares for his first Budget.   IFS says the government is now operating with no effective fiscal rules and has abandoned balancing the books by the mids. The findings were published in the think-tank's "green budget.

The IFS Green Budget , in association with ICAEW and funded by the Nuffield Foundation with analysis from Oxford Economics, is published today. Debt is set to peak at over 80% of national income. The deficit is still more than 5% of national income.   This is the first Green Budget since March and it was launched on Tuesday 16 October, prior to the Budget proper on Monday 29 October.
